Did you see him is asking more of a question while you saw him is more of a statment. Usualy a question in english starts with, Who, What, Where, When, Why, Did, how, should, could, would and there is more. In English you would say Did you see him, or did you go there, but if someone had already answered your question before you asked it you would say you saw him?, or you went there? it would be like asking if you heard correctly. Example: I would say: I saw John over there. You would say: You saw him! I would say: yes
